WALLER COUNTY (Covering Katy News) – As growth continues to move west of Katy, Royal ISD has announced its first bond election since 2006. Voters will be asked to approve spending $34,824,000 to complete numerous projects at the growing school district. The school board approved putting the bond on the November 2019 ballot at its August 16 meeting. 

The Royal Independent School District is based in Pattison. In addition to Pattison, the district also serves the city of Brookshire and the community of Sunnyside.

The bond proposal addresses capacity, new student growth, safety and security, and an aging infrastructure. It was developed with a committee of citizens including parents, non-parents, district staff, community leaders and business owners. 

"We appreciate the work of the committee in developing this proposal," said Superintendent Dr. Stacy Ackley. "We encourage community members to get informed, attend a community presentation, and vote on November 5."  

Early voting will be Monday, Oct. 21 – Friday, Nov. 1, 2019. 

"The estimated maximum tax impact of the total bond proposal is anticipated to be an increase of 5.4 cents," said a statement from the superintendent Dr. Stacy Ackley. But the tax rate is expected to go down because the Texas Legislature is now returning more property taxes to local school districts. 

"House Bill 3, a school finance bill passed recently by the 86th Texas Legislature, will compress the tax rate by 10.16 cents, resulting in a total tax rate of $1.4812. That is an overall decrease of 4.76 cents in the total tax rate," Ackley said.

RISD property taxes for citizens age 65 or older are frozen as long as a homestead and over 65-exemption application have been filed with the local appraisal district.

If the bond is approved the following projects will be completed.

Early Childhood Center $3,713,000

• 8-Classroom Addition to satisfy 10-year growth projections

• Kitchen Equipment Upgrade

Royal Elementary School $1,178,000

• Renovate Library

• Upgrade HVAC Equipment

Royal Junior High $7,177,000

• Renovate Auditorium

• Update Band Hall

• Renovate Library

• Upgrade Kitchen

• Update Plumbing & Electrical Systems

• Update Site & Exterior Lighting

• Upgrade HVAC Equipment

• Update Interior Finishes

Royal STEM Academy & ECHS $6,270,000

• Controlled Entry Vestibule

• Renovate Labs

• Replace Roof

• Upgrade Kitchen

• Renovate Library

• Upgrade HVAC Equipment

• Update Site & Exterior Lighting

Falcon Stadium & Track $4,310,000

• New seating for 4,000

• New artificial turf field

• UIL 8-lane track

• New press boxes

• New lighting and cover for existing concessions

Safety & Security Upgrades $3,000,000

• Upgrades to increase safety and security at every campus, including improvements to entry points and doors

District-Wide Projects $9,176,000

• Land purchase for future school sites

• New Playgrounds at ECC, RES & STEM

• Transportation/Bus Barn Improvements

• Parking & Drive Improvements at RES & ECC

• New Access Road from FM 359 to Royal Road

• District-wide Electrical Surge Protection

• 9 New Buses to satisfy growth projections
